First‑Mover Priority for Egypt

In recognition of Egypt’s historic and strategic role, the Arab Republic of Egypt is granted an exclusive first‑mover option to host the world’s first Elmahrosa International Smart City, with:

• Time window: 30 days from the date this proposal is officially presented.
• Within this period Egypt can:
  • Open official negotiations.
  • Identify a preliminary land allocation.
  • Form a joint working group (legal, technical, economic).

If no official cooperation is activated within 30 days, then:

The project becomes fully open to any country worldwide that wishes to be the first host of Elmahrosa International Smart City under the same public conditions.
